Scope

This one-day conference will focus on the current applications and challenges in the satellite industry, particularly around Direct Satellite to Handset or Device (D2H/D2D).

Industry experts, operators, and policymakers will gather to discuss technological innovations, the integration of terrestrial and satellite networks, as well as regulatory issues and market opportunities. 

The scope of this second edition of the "Spectrum and Technology Trends" conference will provide a comprehensive overview of the current state and future prospects of the satellite industry, with a special focus on NTN-enabled terminals and their impact on the current business model and end-user terminals. 

This conference will feature international experts in the field, offering diverse perspectives from regulatory bodies to pioneering companies driving advancements in NTN technology.

Olfa Jammeli is a graduate engineer in telecommunications from Higher School of Communications of TUNIS (SUP’COM). She has 21 years of experience in the field of ICT. She has held several positions related to the regulation of the telecommunications market (infrastructure sharing, fiber optic market, cloud integration  ...) and radiocommunications (4G license, IoT market, amateur radio ...). She currently holds the position of General Director at the National Agency of Frequencies (ANF), where her main missions are the integration of new frequency allocation procedures and the determination of a national strategy to prepare the digital infrastructure. She has also taken on responsibility to define management strategy of frequencies spectrum and analyze the economic, regulation and technical spectrum’s aspects, in order to integrate a new procedures and tools in frequency allocation. She enjoys the challenge to persuade the government of the new procedures for innovation.

She contributed to several national commissions for the allocation licence such as 5G license and 4G license, IoT license and also the development of the National Strategic Plan. She worked as much as an expert in Radiocommunication for the development of a guideline such as spectrum harmonization in African region, and regional allocation table AfriSAP and she works effectively in ICT fields.

She was vice Chair of Study Group5-ITU-R (2019-2023) and Vice chair of Gender in ITU-R (2019-2023).

Her challenge is to promote the regulation of satellite technology and she hard  contributes to establishing the framework for satellite services

 

Fatima is working for Huawei Technologies as Technical Director on Spectrum Regulation and Policy with a special focus on Middle East, North Africa and Europe. Fatima is actively contributing to spectrum regulation and policy work at global level in ITU-R, at regional level in ASMG and CEPT (where she chaired a DG) and at national level in collaboration with interested administrations. Fatima is acting within several industry platforms and is the chair person of GSA vendors association in ASMG region.

Prior to joining Huawei in 2016, Fatima worked for 19 years on wireless systems for different mobile operators in different regions.

Fatima has been Senior Technology Standardization Manager and strategist for Orange Group at global level (2002-2016), in charge of elaborating, promoting and building large industry consensus on relevant radio standards and strategies. As such, Fatima became one of the most influential experts in 3GPP where she actively contributed to shaping standards of various technologies including 5G, 4G and their evolutions, M2M/IoT, V2X, A2G, NTN, etc.

Fatima also successfully managed numerous R&D projects, contributed to European collaborative projects and is co-inventor of a number of patents.

Between 1997-2002 Fatima worked for different mobile operators (in Sweden, Italy, France and Morocco) on design, engineering, roll-out and optimization of operational mobile networks (2G, 3G).

Fatima holds a master’s degree from ENST Paris in wireless communications.

 

 

He is a C-level executive with over two decades of extensive experience in the defense and space industries. Currently he is serving as the Chief Technology Officer (CTO) at Plan-S Satellite and Space Technologies which is Türkiye’s premier private initiative in new space and a global player in satellite-IoT and Earth Observation services. In his role, he is responsible for guiding technical operations, research, and development (R&D), innovation, and product management, thereby defining the technological trajectory and strategic approaches of Plan-S.

Before joining Plan-S team, he contributed as a Systems Engineering Director in the defense sector, focusing on air defense, naval, and land systems. During his tenure, he led efforts in enhancing systems engineering processes and driving digital transformation and model-based systems engineering initiatives.

His academic background includes a bachelor’s degree in mechanical engineering complemented by a minor in electrical and electronics engineering, and a Master of Science degree in electrical and electronics Engineering from the Middle East Technical University (METU). His contributions include numerous publications in both national and international sources, along with pending patents under his name.

Mr. Kaybal is currently the Spectrum and Regulatory Affairs Manager at Plan-S Satellite and Space Technologies, where he focuses on radio spectrum-related matters and market access strategies.

Prior to joining Plan-S, Mr. Kaybal spent over a decade at Turkey’s Information and Communication Technologies Authority, contributing to national and international spectrum regulation, with a particular focus on mobile broadband services. He represented Türkiye in key international organizations such as the ITU, CEPT, NATO, and RSPG. During his tenure, he led initiatives like Türkiye's Mobile Broadband Spectrum Strategy, proposals for the use of the 700 MHz and UHF bands, the transition to new spectrum management tools, drafting spectrum regulations, and advancing WRC policy developments.

He holds a Bachelor's and a Master’s degree in Electrical and Electronics Engineering, specializing in telecommunications, from Bilkent University.

 

Mostafa Mousa leads regulatory affairs and licensing for Amazon’s Project Kuiper in EMEA region with a focus in Middle East and African Countries. he works with policymakers and stakeholders across EMEA to shape the regulatory requirement for NGSO systems and to secure approvals for Amazon’s Kuiper network.

Mostafa previously appointed as Director for Space Service Department at National Telecommunication Regulatory Authority of Egypt (NTRA), Mr. Mousa had managed the deployment and technical international radio spectrum coordination tasks of Egyptian satellite networks, including NILESAT and TIBA-1 in geostationary orbit and NARSSCUBE, E-STAR-A and EG-EX-1 in the Non-Geostationary orbits.

On the international level, he worked on developing adequate regulations and procedures to enhance the International Radio Regulations that governs Radio Spectrum issues worldwide, through active participation and contribution to the international Telecommunication Union (ITU) and relevant Study Groups regarding Radio resources management and associated orbits.Mr. Mousa now is serving as Vice chairman of EXPERT GROUP ON DECISION 482 in ITU and the Rapporteur for satellite service regulatory topics for the preparation to the next World Radiocmmunication Conference in 2027 (WRC-27).

Zeina Mokaddem has successfully championed and introduced a number of pioneering communication technologies globally and in the Middle East and North Africa in particular. Prior to Viasat/Inmarsat, Ms Mokaddem worked as a consultant for a number of international communication players assisting them in opening new markets and shaping favourable regulatory frameworks in different jurisdictions.

Zeina was co-chair for the ITU’s Network of Women NOW4WRC23 for the Arab region (ASMG).

Ms Mokaddem has an MSc in Engineering Management from the American University.

Levin specializes in market access strategy and regulatory compliance for American space technology corporations and telecommunications operators in Africa. Born in Kinshasa and raised in Maputo, Levin studied at the University of Cape Town before moving to New York City in 2011. Focusing on telecommunications, he challenged supply chain structures in the industry and executed successful projects in over 32 countries in Africa. He spends around 80% of his time on the continent working with regulators, Ministries, and operators to implement build-out strategies aimed at improving coverage, access, and adoption of telecommunications services across multiple technologies and platforms. In his free time, Levin enjoys mechanics, amateur racing and cycling

Ali Hayajneh is a senior regulatory analyst follows telecoms regulation in the MENA region. Before joining Cullen International in 2020, Ali worked in Jordan at the Telecommunications Regulatory Commission as the section head for the spectrum licensing. Ali worked also in Qatar for the Communications Regulatory Authority and in the United Arab Emirates for Etisalat.

Gökhan works on global digital policies and regulations, with a particular focus on market access, technological convergence, next generation connectivity, and data governance. Prior to joining Access Partnership, Gökhan worked with the Turkish ICT Regulator, Information and Communication Technologies Authority for nine years. There, he specialised on internet governance and digital transformation issues. He acted as a representative of Turkey before various international organisations such as International Telecommunication Union and organised the 9th United Nations Internet Governance Forum at İstanbul. He also led 5G preparations of Turkey’s 5G and Beyond RoadMap and established the first 5G testbed in Turkey. He holds an MSc in Governance of Media and Communications from London School of Economics and Political Science; an MA on Human Rights from Ankara University, and a BA degree on Political Science and International Relations from Boğaziçi University in İstanbul.

Autonomous and tenacious, Sarra is a young professional with extensive training in both engineering and sales management. She completed her technical background with an Executive Master in Business Development from a top school in management. Through her studies and professional experience, she has developed a passion for Satellite Communication services which are connecting the world from the space and puts her competences at the service of key players in various countries. Enthusiastic, methodical, and rigorous, Sarra is ready to bring her expertise to the Satcom world, while creating positive working relationships with stakeholders to bridge the digital divide with affordable and equitable access.

Elisabet Fonalleras is an specialist in telecommunications policy and regulatory affairs, currently serving as the Head of Regulatory Affairs at Sateliot, a pioneering company in the field of satellite IoT connectivity. With experience in navigating complex regulatory landscapes, Elisabet has been instrumental in shaping policies that drive innovation and compliance in the rapidly evolving satellite communications industry.

She holds a Master’s degree in Air and Space Law, and frequently participates at international conferences and forums, advocating for policies that foster technological advancement while ensuring regulatory compliance.

In his role at Sateliot, Elisabet continues to be a driving force in the integration of satellite technology into the global telecommunications infrastructure, promoting sustainable growth and innovation in the IoT ecosystem.Her strategic insights and advocacy efforts have been pivotal in securing key regulatory approvals, facilitating Sateliot's mission to provide seamless, global IoT connectivity through its cutting-edge small satellite constellation and implementation of the 3GPP 5G NB-IoT NTN standard.

Peng is the Vice President of Policy & Regulatory at GSOA, where he leads advocacy efforts around spectrum management, licensing, and national policy initiatives. With experience in telecoms, mobile, and satellites, he has advised governments and industry players globally.

Previously at Eutelsat OneWeb, Peng shaped licensing frameworks for Low Earth Orbit constellations and satellite regulatory procedures for WRC-23. At GSMA, he led a global campaign optimizing spectrum licensing for mobile operators, engaging policymakers and advocating best practices across developing markets.

Peng holds a Master's in Telecommunication from the Swiss Federal Institute of Technology and an Executive MBA from London Business School. He speaks English, Mandarin, and French fluently.

Nina Beebe leads regulatory affairs and licensing for Amazon’s Project Kuiper in the Europe, Middle East, and Africa (EMEA) region.  From a base in London, she works with policymakers and stakeholders across EMEA to shape policy affecting the telecom and digital sector and to secure regulatory approvals for Amazon’s satellite broadband network, Kuiper.

Nina previously led public policy and regulatory consulting teams at Access Partnership, helping enable the rollout and growth of clients’ global connectivity and digital economy solutions. There, she also represented companies at UN bodies including the International Telecommunication Union and at regional meetings in the Americas, Europe, and Asia.  Her clients included satellite operators, service integrators, other wireless operators, manufacturers, government contractors, and digital economy providers.

Nina previously worked in the US-Saudi Arabian Joint Economic Commission, part of the US Treasury Department, in bilateral assistance and capacity building, and in non-governmental organization project delivery in the West Bank.

Dr Emna JAIDNE holds an engineering Degree from the Higher School of Communications of Tunis in 2009. She earned her PhD in Telecommunications from The National Engineering School of Tunisia in 2021.With a diverse and extensive career, she has worked in higher educational, later took on the role of Project Manager for optical fiber cables deployment in the National Railway Company. She currently serves as the Operations and Technical regulation Manager in the Legal and regulatory Department at Ooredoo Tunisia. In this position, she works on strategic projects in collaboration with Ooredoo Group and oversees relations with the regulator, the ministry of telecommunications, National Frequency Agency and Mobile Network Operators

Imen Atallah Landoulsi, Regulatory Affairs and Wholesale Director at Orange Tunisia

Imen Atallah Landoulsi is the Regulatory affairs and Wholesale director at Orange Tunisia, where she currently leads the regulatory and wholesale teams, after joining Orange Tunisia in 2010.

Imen holds a career of more than 20 years in the telecom industry and is a graduate from Telecom ParisTech.

Maher Alibi is a graduate engineer in telecommunications from Higher School of Communications of TUNIS (SUP’COM)

He is holding a rich international experience with over 22 years across 70+ countries in different positions in Mobile Networks with a proven track record of
managing large-scale business and projects across Europe, the Middle East, and Africa. His expertise spans RAN Wireless (2G, 3G, 4G, 5G) and Microwave.

In his current position as head of Solutioning in Nokia Mobile Networks - in MEA region, he is responsible of addressing requirements from both MNOs and private wireless with Nokia solutions. He is customer-focused, with proven ability as a deal-maker, and strong in strategy and execution.
