The frequencies plans have been established, under the auspices of the ITU, for specified services, and they form part of the Radio Regulations. These plans provide for an orderly use of the frequencies in the relevant bands, in accordance with the long-term needs of each country. Each plan is normally accompanied with a plan modification and notification procedure, which provide for satisfaction of particular operational requirements, which are not met by the Plans, while preserving the integrity of the Plans themselves.
