| The planning of frequency
bands represents an essential mechanism to preserve the rights
of all member states willing to have a fair access to the limited
radio resources (the radio frequencies spectrum and the geostationary
satellite orbit). In fact, the national planning process is inspired
from the international planning (the
frequencies allocation table or the global
plans) and from regional planning (the regional
plans).
In order to, successfully, handle the spectrum
planning, it is necessary, on the one hand, to
notify any allocation of frequencies and on the other hand
to coordinate
these allocations in order to secure the smooth functioning of
all departments using such allocations.
