Definition:
  Any frequency assignment has to be notified to BR if:
Its use is likely to cause harmful interference;
It will be used for international communications;
Its use is governed by a plan;
Its use is subject to a coordination procedure (Article 9);
There is a desire to secure international recognition of its use.
Notification and registration steps:
 

Frequency allocations which may have an international impact as well as those allocations for which the authorities wish an international recognition shall be notified to the BR of the ITU so that they are set in the Master International Frequency Register. After having been on record, the considered frequency allocations and their positions are distinguished in comparison with other authorities’ frequency allocations.

Following time limits are applicable to land services notification files:

Five years before the allocation comes into service, for allocations to fixed service stations placed under high altitude platforms within bands 47,2-47,5 Ghz and 47,9-48,2 Ghz.
Three years before the allocation comes into service, for allocations to land stations concerned by the coordination with a satellite network ( i.e. the land station operates on a band used jointly with a pace service and it is located within the coordination area of an earth receiver station).
Three months before the allocation comes into service, for any other terrestrial station.
 

Notification files which miss the characteristics specified in appendix 4 are sent back to the notifying authority, this latter shall complement the file and notify it again. The Radio communication Office writes down on the complete notification file its receiving date.

Complete notification files are published in the BRIFIC which stands for the BR International Frequency Information Circular; it includes three parts:

Part A :
  Information on proposed modifications.
Part B :
  Information on modifications on which agreement has been reached.
Part C :
  Plans Information on frequency assignments in the Plan which have been cancelled.
